I can imagine lots of use cases where the "Elastic" (that's the E in EC2) comes in handy and would be possible to monetize.

I think the more interesting application, though, is DevPay on top of S3. Imagine you're a maker of backup software which you'd like to sell and you've spent quite a bit of time working on the UI and the algorithms to determine what to backup and how often. You can layer that on top of S3 and sell a complete package where Amazon handles all the usage billing for you. Pretty sweet.

Shame it's yet another US residents only product.

I'm also curious as to who would purchase/rent instances in this way. So far Amazon has mostly appealed to the technical market and not users after a quick fix server solution.

Will developers go for this? If I've got a service I want to sell then it's usually more profitable for me to rent my own servers or instances and then sell out the service. Surely 100 customers over a few of your own servers is more profitable than 100 customers running their own instances with DevPay? The cost to the end customer of the instances along with the developers fee might be just too high.
